Big WIN for the Oklahoma Roofing Industry!! Roofing companies will now have a Work Comp State Exception Code for employees that perform the role of roofing estimators. Randy Webb, an owner and producer for Webb, Young, & Webb, Inc., played an instrumental role in this change. He met before committees with the NCCI and the Oklahoma Insurance Department for 1.5 years and remained persistent, even after being denied four times. As a result, the Oklahoma Insurance Department has directed that NCCI establish a special classification treatment for roofing estimators. The new code is 8720 and will go into effect January 1, 2018. What does this mean for the roofing industry? Previously, roofing estimators were being classified as "roofers" even though they performed no actual roofing job responsibilities. Starting January 1, 2018, they will no longer be classified in the higher payroll category and instead have a category of their own!
Code 8720 applies to roofing estimators who perform measurements or inspections for a roofing or construction contractor to prepare bids for a job. At the job site, the estimator may perform these measurements or inspections from the ground, in crawl spaces, from ladders, or on roofs. Code 8720 does not apply where the estimator also performs roofing or any other construction duties at the same job site or supervises roofing or any other construction workers at the same job site. In those cases, the employee's payroll at that job site must be assigned to the appropriate construction classification.
